The reason I am unsure is because when I say the school
I am also factoring in the individual professors too. I am a federal contractor for 2 agencies that does both cooperative agreements (similar to grants) and cost reimbursable contracts with several universities across the country. One of the agencies I support has done a couple cost reimbursable contracts with VT.
I have been supporting these agencies since August of 2009 and during my time there both agencies have made the decision not to issue future agreements/contracts to certain PIs even though they continue doing business with that university. It isn't unreasonable to think that something similar could be happening between the universities from time to time. I don't believe it is enough to sour the business relationship, but it could put a slight strain on the relationship especially if it involves something high profile.
I say that because it happened to one of the agencies a few years ago. Another scenario I ran into is where a school must decide whether it wants to work with School A or School B because for whatever reason all 3 couldn't work on the project. Which ever school not selected for the project may not always take the news well (more so at the department or PI level). The other scenario I have run into is when School A wants to collaborate with School B, but School B doesn't want to collaborate with School A for whatever reason. This is another scenario that has more do to with the department or PI level than the school level.
